I am making a decorative wine barrel and I took a flat steel band and curved
it around end to end and welded it to make a hoop for the band around the
barrel, how to I taper the steel band to follow the taper of the barrel. Do
I need any special tools? Thanks.

Drape the hoop over the horn of an anvil, and gently tap the edge that you
want to expand. You probably will want to anneal the metal from time to
time, as the pounding will work harden it.

I doubt annealing will be necessary for a barrel band.

Start off taping it every 6 inches or so.
Try the fit.
Repeat the tap - between the first ones.
repeat.

It really won't take that much to curl it just right.

Since I have never actually done it, I wasn't sure, so wanted to cover all
the bases.

John, since you asked, I will add one more thing: there is a special tool,
available from Eastwood Company, called a "stretcher/shrinker." It is on
sale, ending today, for $299.99. Mentioned for completeness only, since you
could buy quite a few wine barrels for that amount. Harbor Freight has them
also, for $169.99--probably of lower quality/capacity; still way too much
for doing a couple of hoops.

Yup, but you don't even need the anvil. You can do accomplish the task
with the band on a flat surface too. You will just be hammering on the
inside of the band. Develop a regular pattern to the distance between
hits and the force of the blow so the taper will be even.
