If i have a 12" lathe from centres, can i drill a 12" bore on that
lathe?

It would have to be slightly smaller than 12", as that is the largest work
you will be able to mount. The amount of material you can take in each pass
will obviously be dependent on the usual factors. Removing almost 12" of
material from the center of your workpiece to any depth sounds like quite a
project.

Yes. MSC now carries carbide inserts in negative lengths (and what is
really amazing, can deliver them the day before you order).

Maybe.

Some lathes have more actual clearance than their nominal diameter
capacity, some have a short removeable section of the ways for turning
larger diameters. In either case you couldn't bore very deep. The
maximum diameter over the carriage is much less than at the
headstock.
