Gunner, is there some way to borrow a borescope or something and try
to look inside the cylinders through the spark plug holes? Have you
put marvel mystery oil in cylinders and left it sit for a day?
My general experience has beeb good luck with diesel engines and bad
luck with gas engines.

you would be surprised how stuck an engine can get, even without damage,
after sitting a long time - things like dropping the oil pan and
disconnecting rods to get pistons unstuck are not unheard of

Perhaps give the cylinders and anything else accessible a good soak in
Kroil for a couple days, while you strip down the carb and run the parts
through an ultrasonic cleaner? Also as already noted, pull belts and
anything else readily removable to isolate the stuck parts.

Personally, unless I got the engine to turn over, at least a little, I
would not spend too much time on carb cleaning and such. If the engine
is fully rusted shut, that would mean time wasted on part cleaning.

It takes relatively little stuck surface area to make it impossible to
turn at the crankshaft. Think about the lb-ft of torque the engine
generates vs. what length cheater pipe would be required to apply
equivalent torque. A few sticking rings holding the pistons in place
will create a lot of resistance at the crankshaft.
