Although, interestingly in much of the world, the idea of a
non-profit, public sector water supply company is going out of
vogue. You see, private sector companies have realized that
you can take over public utilities like that, create a
monopoly, cut costs and services, and then raise rates to top
it off.

It's my personal opinion that vulture corporations like that should have their
directors placed in stocks in the public square.

Interesting concept, outsourcing. Devil's in the details. If nobody will
hold a contractor to a contract, then the devil's afoot.
