It probably already is fixed focus (clip)

No, they're not opposites; in cameras with lenses, fixed
focus is broke focus. Called "focus free" as if it's a
good thing on really cheap non-adjustable cameras.

If you're worried about inductance, forget it. The current runs both ways
in paired power cable, so the inductance vitrujally cancels. Some people
claim there is a heat dissipation problem--I have never run into this, but I
suppose if you wound the line tightly and had limited cooling air flow it
could lead to some temperature rise. For most home-type welders, the duty
cycle would probably limit the welder more than the cord.

hi tom

your idea was actually in my 'initial short list' of methods, but I
ruled it out because I didn't want to fight a 'dragging brake shoe'
while unspooling (in addition to the weight of the cable itself)

thank you tom :-)

you other 'camera' guys:
yeah, sorry about the focus, and the low-qual images. sometimes a
cellphone camera focuses better than others. generally speaking, though,
even under the best circumstances it takes fairly lousy pix...

(need to go buy a batt for my digi-cam)

thanks

Consider the following instead of a counter -- call your big
drum A. Have 2 little drums, B and C. B is fastened to A and
turns at the same rate. C has a thin cable that winds off of
it on to B as you reel out your electrical cord. If B and C are
1/5 as big as A, put a stop at the 10' mark on the cable, to stop
rotation when about 50' have reeled off of A. Put a motor drive
or a window-shade spring inside C, or set up a counter-weight
system to rewind the little cable during retraction.

What's wrong with putting a braided-wire strain relief on the inner
end of the cable? Then just pull until it stops.
