I'm floundering in the middle of a do it yourself dissaster. I want to
remove some pipes imbedded in concrete digging them out would be a
missionand a hacksaw would be a little hugher than desireable. An angle
grinder would annoy the nieghbours (I want to use it as little as possible).
I inherited an oxy acetylene set. Is it over-kill to cut out a 50mm pipe
(about 5mm thick)?

Sounds like a good application.
Be careful about heating concrete directly.
The water in it can turn to steam and blow chunks of concrete at you.

Cut it OUT or, cut it flush? Flush is a few moments work with your
torch. Cutting them out may require high explosives.

Uh, you have used the O/A set to weld or cut before, right? And the
set is in good condition? (I.e, the diaphragms work, no corrosion,
etc...)
If you answered "no" to either of these I'd just use the hacksaw.
